Spectra was formed in 1993 and is an integrated company, a combination of Spectra Environmental Group, Inc. and its affiliate Spectra Engineering, Architecture and Surveying, P.C. along with the newest affiliate Spectra Subsurface Imaging Group LLC. Spectra provides comprehensive environmental, structural, and civil engineering services, as well as surveying and subsurface imaging services to clients throughout the northeast. The owners, Mr. Robert C. LaFleur and Mr. John H. Shafer, P.E., have over 50 years of experience in engineering, environmental analysis, planning, and management.

Spectra's headquarters are conveniently located in Latham, New York, near the New York State agencies and offices, such as the Department of Environmental Conservation, Thruway Authority, Department of Transportation, Office of General Services, and many other state offices. Spectra also maintains offices in Syracuse and Utica, New York.

Spectra has approximately 40 employees that specialize in environmental engineering, hydrogeology, civil engineering, computer mapping, and land surveying.

Owners as Project Managers – SPECTRA is unique in the field in that all project work is personally directed by the company’s two principals. Together, Robert C. LaFleur and John H. Shafer, P.E. have over 60 years experience in the fields of mining, minerals, transportation and civil engineering and hazardous and solid waste management. They provide the hands-on guidance needed to manage clients’ environmental and engineering needs.

Technical Competence – SPECTRA’s technical competence consists of professionals in integrated disciplines including: geology, hydrogeology, ecology, mine planning, environmental permitting, civil, structural and environmental engineering and computer-aided drafting and design. These resources benefit SPECTRA’s clients through our in-house ability to assemble highly competent project teams and demonstrated ability to take advantage of a multi-discipline approach to a project. SPECTRA’s principals and senior staff average over 25 years of experience in their respective professional fields. This experience comes from work in, and for, the public and private sectors, as well as in academia and industry.

Client Advocacy – SPECTRA’s approach to addressing complex environmental issues and projects is to strategically manage and tactically control the permitting, design approval and/or regulatory approval process. Careful management of the approval process is key to obtaining permits and approvals needed in support of projects. SPECTRA staff pride themselves on being true advocates for their clients and working diligently to represent their best interests before regulators, municipalities, investors and the public.
