Special Project Experience:
Performed bridge inspections for over 490 bridges throughout New York State Regions 3 and 7. Each bridge inspection included a visual assessment, field photographs, inventory verification, level 2 load rating, field measurements, sketches, and computerized report preparation. This was the second time that Spectra was the prime consultant for bridge inspections in Regions 3 & 7. $3.5 million (2010-2011)
Performed a level 1 load rating and in-depth inspection for this state-owned bridge. As a result of this inspection, Mr. Cabal provided an engineering cost estimate to furnish necessary bridge repairs. The work included a design phase for various repairs. $1,500,000 (2012)
Inspected and mapped deteriorated concrete conditions for all areas of the Robert Moses Niagara Power Plant's Assembly Bay Floor. Used a ground-penetrating radar to evaluate the underlying material and to estimate the thickness of the overlay, the presence and position of reinforcement, and any voids beneath the overlay. $60,000 (2010)

Aided in the redevelopment of the west side of Syracus and for the old Case Supply warehouse. Mr. Cabal provided plans and drawings for removal and reconfiguration of the discrete building units. Mr. Cabal evaluated the removal of connecting units so as to provide a seamless pedestrian pathway while still meeting all requirements of the New York State Building Code. $1,200,000 (2009)
Provided engineering design services for the installation of two large 5,000 pound air conditioning units on the roofs of two building wings above the 11th floor. The roofs were not designed to handle these additional loads, and Spectra designed superstructure steel to be integrated with the existing "C" wing roof to handle the load. (2007)
Provided a structural inspection of a parking garage that had been closed because of disrepair. Revealed problem areas and, after the building was purchased by a new owner, developed concrete specifications for the rehabilitation of the building. $1,700,000 (2007)
Prime consultant for the Region 2 Bridge Inspections contract. Inspected 835 bridges over two years, providing each bridge with a visual assessment, field photographs, inventory verification, Level II load rating, field measurements, sketches, and computerized report preparation. $1,680,000 (2006-2007)
Inspected over 250 canal structures including locks, guard gates, guard locks, small bridges, fixed crest and moveable dams, tainter and sluice gates, spillways, waste weirs, aqueducts, and culverts. $1,483,485 (2005-2007)
Provided engineering services for the design, installation, and maintenance of alternative residential onsite wastewater treatment systems (OWTS) as part of the Skaneateles Lake Demonstration Project. Designed various systems that incorporate alternative wastewater treatment technologies, such as textile-peat bio-filters. $250,000 (2005)
As the Prime consultant, Spectra inspected over 835 bridges over two years. In addition to the main structures listed, two large structures were inspected, each involving the use of special access equipment. $811,421 (2004-2005)
Provided structural engineer design, site design, and construction administration for the design of a new salt storage facility. The 50 x 80 structure houses 4000 tons of salt and was constructed of an engineered steel truss arch with a laminated poly-reinforced Duraweave fabric designed to withstand the area's high snow loads. $100,000 (2004)
Performed numerous inspections and evaluations of buildings, residences, and various structures for this national insurance company. Mr. Cabal's work in investigating incidents has been so thorough and reliable that Spectra has been placed on the insurance company's Preferred Engineers List.
Designed the replacement of this 90 year old, three-span plate girder vehicle bridge with a reinforced concrete deck bridge incorporating use of the original piers. Mr. Cabal conducted analyses of live and dead loads, impact load, wind load, and snow load, and engineered the bridge to accommodate H25 truck loading that included the use of composite deck design. $1.1 million
