Corporate Overview

Spectra Environmental Group, Inc. (SPECTRA) was formed in July 1993 by Robert C. LaFleur, to provide a wide range of environmental consulting services.Spectra Engineering, P.C., a professional corporation owned by John H. Shafer, P.E., provides professional engineering services on engineering projects and engineering services related to environmental and infrastructure projects.

SPECTRA is located at Nineteen British American Boulevard in Latham, New York, near the Albany County Airport and a short distance from the State Capitol, Offices of the New York State Departments of Environmental Conservation, Parks and Recreation, Transportation, the New York State Thruway Authority and other state agencies as well as several other major clients.

SPECTRA is currently performing projects involving solid and hazardous waste management, permitting, and due diligence, CERCLA cost recovery, third-party cost estimates, environmental impact analysis, mined-land use permitting, air quality permitting and analysis (including Title V), bridge and highway reconstruction, reclamation planning, construction management and expert testimony.

SPECTRA's clients consist of private and municipally owned solid waste, hazardous waste, highway and bridge, railroad, mining and industrial facilities.

SPECTRA frequently works with and for environmental law firms relative to permit applications, regulatory compliance issues, and in litigation support matters. SPECTRA’s staff are experienced in making presentations before the public and in court in the form of public presentations, appearances at adjudicatory hearings, and in court proceedings.

SPECTRA has developed a Project Quality Assurance/Quality Control (QA/QC) program which provides for project organization with a principal in charge.For environmental projects, Robert C. LaFleur will be the principal in charge.For engineering projects, John H. Shafer, P.E., will be the principal in charge.

SPECTRA’s project management and cost control policies are based upon developing a clear scope of work and a Service Agreement, which clearly delineates the level of effort and the deliverables required for the project, as well as the terms and conditions of the business arrangement.In accordance with this approach, the partners of the firm remain involved both strategically and technically to provide the strongest possible client products and services.
